I. WHAT IS MOBIS?
Management, Organizational and Business Improvement Services (MOBIS) is a Federal Supply Schedule offered to federal agencies by GSA (U.S. General Services Administration) to provide a streamlined procurement device to procure management consulting, facilitation, and related services for implementation of quality management and other system change processes within their agencies.
Contractors who are placed on this schedule are pre-qualified by GSA as having expertise in quality management with demonstrated experience providing expert assistance to agencies implementing organizational improvements in the federal environment.
MOBIS provides management and organizational improvement services to enhance performance and results, reinvention initiatives, streamlining, strategic planning, and continuous improvement. Under MOBIS, ERG's offers expert services under these Item Numbers (SINs): Consulting Services, 874-1, and Facilitation Services, 874-2.
II. HOW CAN YOU OBTAIN OUR SERVICES?
Orders Under $2,500
Once your agency determines that an outside source is needed for your management, organizational, or business improvement effort(s), for orders Under $2,500:
- Prepare a Statement of Work (SOW)
- Place the order directly with the contractor for the service required.
- ERG accepts government VISA cards for purchases up to $2,500.
Orders Over $2,500
- Prepare a Statement of Work (SOW).
- Send a "Request for Quote" to at least three (3) Schedule contractors.
- Review the three quotes, and consider price, past performance, and qualifications.
- Select the contractor that provides the “Best Value” to your Agency.
- Place the order directly with the contractor.
III. WHAT IS THE BENEFIT OF MOBIS?
GSA has done the work for you. You do not need to take the time and expend the resources to conduct competitions. GSA has negotiated labor rates, conducted the vendor analysis, and made sure that the contracting documents comply with all the relevant rules and regulations.
Agencies are not required to, but may at their discretion, set aside acquisitions for small business.

VII. ERG's Approach
ERG’s consulting and facilitation approach is team-based, cross-functional, and participatory. ERG believes this integrated, client-based methodology ensures maximum input, early commitment, and ongoing participation from all staff involved. When a task is assigned, ERG forms a team of analysts, facilitators, or consultants with experience appropriate to the engagement. The program manager or team leader then implements ERG’s life-cycle approach, which includes:
- conducting an initial meeting with the contracting officer’s technical representative and his/her designees to determine task goals and objectives;
- preparing detailed workplans and work breakdown structures that clearly specify scope of work, tasks, accountabilities, deliverables and timeframes;
- providing solid data collection and analysis emphasizing facts, not feelings, to support recommendations for change;

IX. LABOR CATEGORIES
To assure the highest quality service delivery to clients, ERG carefully selects individuals on the basis of education, demonstrated professional experience, impeccable references, and adherence to ERG's professional standards of excellence. ERG selects individuals on the basis of the objectives specified in a Task Order scope of work. For maximum flexibility, ERG considers a mix of experience and education to fully consider an individual's capabilities.
Job Title: Principal
Qualifications: Demonstrated professional expertise and supervisory responsibility in delivery of management consulting and facilitation services at senior level. Demonstrated ability to manage and direct highly complex organizational / management improvement projects in accomplishing programmatic objectives. Experience in managing personnel and in directing large efforts as well as numerous concurrent smaller efforts. Ability to establish program costs and budgeting requirements. Ability to determine technical and managerial resource requirements. Proven ability to implement quality ERG management consulting and facilitation methodologies.
Responsibilities: Provides technical expertise at senior level. Provides management and direction to the technical, financial, and administrative aspects of the contract effort. May manage contract operations and ensure quality standards and performance results on all task orders and projects. Plans, organizes, and oversees work efforts; assigns resources; develops task scheduling; reviews deliverables; supervises personnel; enforces standards; and provides risk management. Provides quality management guidance in achievement of work efforts, and monitors project progress and technical efforts for contract compliance.
